Transportation Minister Mike Farnworth said the market is \u201chungry for work on major infrastructure projects.\u201d<\/p>\n\n\n\n
That strategy could sharpen competition and reduce the premium bidders charge for accepting every risk under one enormous contract. Fragmentation has a catch, though.
