It also touches agencies that shape pollution rules, drilling oversight and parts of the <a href=\"https:\/\/okdiario.com\/techy\/en\/germany-is-looking-to-the-sahara-to-power-its-electricity-grid-with-a-4800-km-submarine-cable-that-will-bring-light-from-the-desert-and-the-plan-is-so-ambitious-that-it-is-already-causing-concern-ac\/1934\/\">energy system<\/a> behind the electric bill.<\/p>\n\n\n\n<p>The appeals court did leave one important door open. It rejected the administration\u2019s argument that unions had to use only an administrative path, holding that federal district courts can hear the dispute. But on the immediate question, the panel said the unions had not shown enough to keep the injunction in place while the case moves ahead. <\/p>\n\n\n\n<p>Judge Daniel Bress wrote that the order showed the president\u2019s main concern was union activity interfering with <a href=\"https:\/\/okdiario.com\/techy\/en\/macrons-nuclear-move-could-redraw-europes-defense-map-and-revive-environmental-questions\/2017\/\">national security<\/a>, not retaliation for protected speech. But for the most part, the immediate balance of power has shifted toward agencies, including ones that oversee environmental enforcement, public lands and <a href=\"https:\/\/okdiario.com\/techy\/en\/according-to-rheinmetall-europe-would-only-have-enough-fuel-for-three-months-of-war-so-it-is-promoting-a-plan-for-energy-islands-that-use-green-hydrogen-and-synthetic-fuels-while\/1992\/\">energy security<\/a>.
